It is regular in the United States, especially in the inner cities where residents identify their addresses by “what hundred block” they live in.
Baltimore, the city of my cultural concentration, is famous for block parties. Kids (minors) are entertained by their parents who team- up to bring some happiness to their charges; food, music and dancing be the staple menu, “and a good time to be had by all”.
Block, because the party is for the neighborhood blocks of underprivileged children; permission is given by the city authority, and all traffic is prohibited, (blocked) from passing through, until the party is over.
Most block parties are predominantly for people of color, black. The other people have large backyards, and do not have to pursue the block route.
But what if there is a block party indoors, and the entertainment, a group of actors “improvising” scenes that are common among people of color. A BLACK IMPROV PARTY?
